Sustainability of open government action plans in Paraguay, 2011-2016

Abstract

The article analyzes the sustainability level of the Action Plans and the commitments created by Paraguay before the Open Government Partnership, from 2011 to 2016. Five indicators were defined under a verification checklist for the evaluation in the implementation of these plans. The methodology used was descriptive, with the non-experimental research design, because the investigation itself was based on the collection and analysis of information. The techniques used were the observation, document review, and interviews. Regarding the investigative instrument used, it was a checklist sheet consisting of five indicators. The population consisted of 19 institutions involved, and the sample population of 7 institutions interviewed. Concerning the result of the general objective, it concluded that, between the commitments of the first and second plans, 6/24 were sustainable ones; 7/24 were relatively sustainable ones; 4/24 were not very sustainable; and 7/24 were unsustainable. Meaning that from the documents and information analyzed, together with the application of the sustainability indicators in the first two action plans, the results show a limited scope in terms of sustainability.
