Commitments of the First Open Government Action Plan in Paraguay 2011-2013

Abstract

This study holistically analyzes the implementation of the first Open Government Action Plan in Paraguay (2011-2013). Through a descriptive and non-experimental methodology, 15 commitments were evaluated using a checklist of five indicators. The results show that only 8 of the 15 commitments were initiated, and of these, a significant percentage were not continued. Eight state agencies and entities and one civil society organization were interviewed. Through document analysis, observation techniques, and interviews, various factors were identified that hindered the execution of Paraguay's first open government commitments, including: lack of resources, changes in government, and institutional weakness. These findings not only explain the historical context and nature of the First Open Government Plan but also offer valuable lessons for future open government initiatives, highlighting the importance of participatory design and strengthening citizen participation in decision-making processes.
