Commitments of the Second Open Government Action Plan in Paraguay 2014-2016

Abstract

This study evaluated the Second Open Government Action Plan (AGA) in Paraguay (2014-2016), employing a descriptive and non-experimental methodology to analyze nine commitments through five indicators. The results showed that, although all commitments had preliminary studies, were executed within the established deadlines, and received technical and financial support, only five remain active today. The analysis, based on a review of the plan's development, implementation, and monitoring, highlighted multi-sector participation and compliance with the recommendations of the Independent Review Mechanism (IRM). However, challenges in the sustainability of the commitments were identified, underscoring the need to strengthen the long-term continuity and impact of open government initiatives in Paraguay. Additionally, in this second plan, the importance of greater civil society participation to ensure the social relevance of the commitments is emphasized.
